According to Gil Kerlikowske, Barack Obama’s Director of National Drug Control Policy, drug abuse is as much of a social problem as it is a social deviance, reports Kate Kelland in the Chicago Tribune.  Kerlikowske said that the example Europe has set by developing a balanced approach to deal with drug abuse should be followed by the United States. Drug enforcement experts in the United States have begun to support the imposing of treatment programs instead of repeatedly serving prison sentences, to curb the “Revolving Door” effect.
